PURPOSE:To make a titled device small-sized and light weight by replenishing directly a toner to a developing sleeve surface to which a two component developer has adhered, also placing plural a comb teeth-shaped stirring blades, and stirring the developer on the developing sleeve. CONSTITUTION:A two component developer 15 of a prescribed quantity is made to adhere to the surface of a developing sleeve 2. The developer 15 is carried by a rotation of the developing sleeve 2, its adhering quantity is made proper by a doctor blade 5, and thereafter, an electrostatic latent image on a photosensitive drum 1 is developed. When the development is repeated, a toner in the developer on the developing sleeve 2 is consumed and decreased. A toner 8 is replenished to the surface of the developing sleeve 2 by detecting periodically a toner concentration. The replenished toner is stirred enough together with the developer remaining on the surface of the developing sleeve 2 by plural comb teeth-shaped stirring blades 4. In this way, a developing vessel for storing the developer and stirring with the replenished toner becomes unnecessary, weight of a device becomes light, and its size can be made small.
