PROBLEM TO BE SOLVED: To provide a speech encoding device, a speech decoding device, and methods thereof that realize a high-performance scalable codec. SOLUTION: An LPC analysis section 551 efficiently quantizes an input speech 301 by using a synthesis LPC parameter obtained from a core decoder 305 to obtain a decoding LPC coefficient. An adaptive code book 552 contains sound source codes of an adaptive code book obtained from the core decoder 305. An adaptive code book 552 and a probabilistic code book 553 send sound source samples to a gain control section 554. The gain control section 554 after multiplying the respective sound source samples by an amplification based upon a gain parameter obtained from the core decoder 305 sums up the results to obtain a sound source vector, which is sent to an LPC synthesis section 555. The LPC synthesis section 555 filters the sound source vector obtained by the gain control section 554 by using the LPC parameter to obtain a synthesized sound. COPYRIGHT: (C)2006,JPO&NCIPI
