PROBLEM TO BE SOLVED: To assign a call so as to decrease a call loss probability in a plurality of signal processing cards 106 performing signal processing in a radio base station 102. SOLUTION: In assigning the call allowed to arise from a terminal 101 to the signal processing cards 106, a call loss is reduced compared with conventional resource assignment systems by assigning the call after considering the holding time of the call already stored in the radio base station 102.
