PROBLEM TO BE SOLVED: To provide a monitoring system which can perform the limit of a video image display reflecting the intention of the side to be monitored. SOLUTION: A video image server 3 includes: an object detection means 30 for detecting an object to be monitored for representing the video image of the object to be monitored from video image information obtained by imaging; a video image mapping means 31 for mapping identification information for identifying the object to be monitored in an object monitoring part detected by the object detection means 30; a display judging means 32 for performing the display judgment of whether the display of the image of the part, based on the object monitoring part is allowed based on the identification information mapped by the video image mapping means 31; and a video image information processing means 33 for processing the video image information so that the object to be monitored cannot be identified from the video image displayed by the video image display unit, when it is judged by the display judging means 32 that the displaying of the video image of the part based on the object monitoring part is not permitted.
