This invention provides a separation membrane for a fuel battery comprising a crosslinking-type ion exchange resin containing both covalently bonded cation exchange and anion exchange groups filled into void parts in a porous membrane, and a process for producing the same. This separation membrane is characterized in that the number of ion exchange groups having any one of the polarities is larger than the number of ion exchange groups having the polarity opposite to this polarity and at least 40% of the ion exchange groups having the opposite polarity form an ion complex with the ion exchange groups having the polarity which is larger in number.
