PROBLEM TO BE SOLVED: To permit the route search without changing road network data, in a vehicle-mounted navigation system for making the route search in which the link cost of the road network measured by a road traffic information communication system is used as the plurality of road network data for separate time periods. SOLUTION: A network data permutation means 23 examines all of the link costs for each network datum, over the network data for the separate time periods. When there is the link at the cost beyond a prescribed time, a process of permuting the connection destination node of the link to the same node of the network data after the next time is serially carried out. Network data for one route search are prepared, and are stored in a network data storage means 27. A route search means 24 makes the route search from the start point of the node of the class corresponding to the departure time, using the network data stored in the network data storage means 27, and searches for the optimum guidance route.
