PROBLEM TO BE SOLVED: To improve yield and to increase operation speed by arranging more redundant memory cells. SOLUTION: When redundancy decision for refresh access operation and refresh operation are performed in accordance with the occurrence of refresh access request indicating that refresh access operation is to be started, and when external access request indicating that external access operation is to be started occurs during from the start of the redundancy decision for the refresh access operation to the end of the refresh access operation, the redundancy decision for the external access operation is performed in parallel to the refresh access operation, and after the end of the refresh access operation, the external access operation is performed.
