PROBLEM TO BE SOLVED: To provide a vehicle stoppage requiring system capable of requiring a vehicle traveling toward an intersection to stop before the intersection. SOLUTION: The vehicle stoppage requiring system includes an on-vehicle apparatus 10 mounted on the vehicle 10a traveling on a road; and an intersection information management device 20 managing intersection information relevant to an intersection in an advancing direction of the vehicle 10a. In the on-vehicle apparatus 10, a distance until the vehicle 10a reaches the intersection is calculated on the basis of a position of the vehicle 10a and a position of the intersection, an arrival time until the vehicle 10a reaches the intersection is calculated on the basis of the distance and a traveling speed of the vehicle 10a, and a stoppage request requesting that the vehicle be stopped before the intersection is sent to a brake system on the basis of the arrival time, and a stoppage factor establishment time included in the intersection information acquired from the intersection information management device 20.
