PROBLEM TO BE SOLVED: To provide a paper softener capable of giving highly pliable paper with high water absorbability and storable for a long period. SOLUTION: The paper softener contains an alkylene oxide derivative (a) and at least one compound (b) selected from the group consisting of a quaternary ammonium compound (b1) and an amine compound (b2), wherein the alkylene oxide derivative (a) is a compound of the formula (1): R<SP>1</SP>O(AO)<SB>x</SB>(BO)<SB>y</SB>(AO)<SB>z</SB>H (wherein, R<SP>1</SP>is an 8-24C alkyl, alkenyl or acyl; A is an ethylene group; B is a butylene group; 0≤x≤15; 1≤y≤5; 0≤z≤40, wherein 15≤(x+z)≤40).
