PROBLEM TO BE SOLVED: To enable an image to be outputted to smoothly catch up with a presently inputted image. SOLUTION: The encoding device is provided with an input image buffer for storing input image data and outputting the stored data, an encoder for encoding the image data outputted from the input image buffer and outputting the obtained encoded data, and an encoded data buffer for storing the encoded data and outputting the stored data. The input image buffer outputs the stored image data in response to a designated delay time. The encoded data buffer outputs the stored encoded data in response to the designated delay time.
