PROBLEM TO BE SOLVED: To provide a recording medium feeding and delivery device capable of feeding and delivering recording media accumulated and stored stably and by preventing paper clogging. SOLUTION: This recording medium feeding and delivery device furnished with a feeding and delivering means to feed and deliver the recording media accumulated and stored by separating them one by one is furnished with a drive shaft 43 connected to a driving source and axially supported on a supporting body free to rotate, an arm body 66 having a free end part and a base end part and through the base end part of which the drive shaft is inserted free to rotate, a feeding and delivering rotor 65b mounted on the free end part of this arm body 66 free to rotate and driven through the drive shaft 43 and an energizing means 47 to energize the free end part of the arm 66 to the side of the recording media P and to energize the arm body 66 in the direction of the drive shaft.
