PROBLEM TO BE SOLVED: To provide a plasma display panel capable of stabilizing and lowering the discharge voltage of address discharge. SOLUTION: A secondary-electron-emission layer 7, made of a secondary-electron-emission material, is provided in an address discharge region E1, set in a part between a column electrode D and a row electrode Y generating discharge between itself and the column electrode D, of a part facing a discharge cell C on the side of a back glass substrate 4 to be exposed in the discharge cell C. The phosphor layer 8 is provided in a light-emitting region E2 set at a part, except the address discharge region E1 of the part facing a discharge cell C on the side of a back glass substrate 4 to be exposed to the discharge cell C.
