<P>PROBLEM TO BE SOLVED: To provide a technology for suppressing outflow of a catalyst from a catalyst layer in a fuel battery cell. <P>SOLUTION: This is an electrolyte layer for the fuel cell which is interposed between two catalyst layers. The electrolyte layer comprises a first electrolyte layer for jointing to one of the two electrodes and a second electrolyte layer jointed to the first electrolyte layer.
