PROBLEM TO BE SOLVED: To realize reduction in address electric power in a practical, sufficient and sure manner employing a simple constitution. SOLUTION: The driving device of a display panel has a video signal processing section 1 which generates cell data indicating lighting or not-lighting for every cell in accordance with inputted video signals, Y scan driver 9 which successively applies voltages to row electrodes 102 and 103, an X address driver 7 which conducts data writing in synchronism with the scanning to apply voltages to column electrodes 106 corresponding to the cells that are to be lighted in accordance with the cell data, an address electric power computing section 2 which computes power consumption or current consumption required for the data writing of the X address driver 7 based on the cell data and an optimum addressing method determining section 3 which determines the order of the scanning based on the computational result.
