PROBLEM TO BE SOLVED: To solve such problems that the nonwoven fabric is prepared by impregnating glass fibers with thermosetting synthetic resin and they are hardened and connected, thus flexibility is lost and the binding of the nonwoven fabric around the concrete structure becomes very difficult because, moreover, since the epoxy resin does not impregnate into spaces between filaments and satisfactory adhesion and strength cannot be attained. SOLUTION: These nonwoven fabrics are piled up in at least double layers and have a plurality of yarns 3, 5 that are arranged so that they may intersect each other. An adhesive material (in a filament form) 11 is wound around the yarns in rough spiral forms and the yarns are linked at the cross-linking part 15 with an adhesive 11.
