<p><P>PROBLEM TO BE SOLVED: To enable an answerer to process an inquiry from an interrogator according to the time required to answer the inquiry. <P>SOLUTION: From an inquiry pattern storage part 102a that stores a plurality of inquiry patterns, an inquiry pattern detection part 102b detects the inquiry pattern that matches a new inquiry inputted via an inquiry input part 301. A required answering time output part 102c reads from the inquiry pattern storage part 102a the time required to answer the inquiry pattern detected, and sends the time to an inquiry storage part 103. The inquiries stored in the inquiry storage part 103 are aligned by an inquiry alignment part 104 according to the time required to answer them.
