Based on the predictive values for the energy demands, the characteristics of the energy generation plant and restrictions on the operation of the plant, an optimal operation plan creation means 22 creates an operation plan that minimizes the cost of operation. An operable range calculation means 23 calculates the upper and lower limits of the range of energy supply that can be achieved without additional plant startup and plant stop, as one index for evaluating the influences of demand changes (projected demand errors) on the operation plan.
