<p><P>PROBLEM TO BE SOLVED: To create a plan for the optimal operation of an energy generation plant based on predicted demands and to help prepare countermeasures against the influences of demand variations. <P>SOLUTION: A demand prediction means 21 predicts the energy demands of consumers and calculates predictive values for energy demands based on consumer information, meteorological data, demand data and the like. Based on the predictive values for the energy demands, the characteristics of the energy generation plant and restrictions on the operation of the plant, an optimal operation plan creation means 22 creates an operation plan that minimizes the cost of operation. An operable range calculation means 23 calculates the upper and lower limits of the range of energy supply that can be achieved without additional plant startup and plant stop, as one index for evaluating the influences of demand changes (projected demand errors) on the operation plan.
