PROBLEM TO BE SOLVED: To provide a weighing instrument and a weighing apparatus capable of weighing accurately a cotton-like material such as a cotton piece and feather, or a granule, by detecting a flow rate under conveyance and by controlling a conveying amount based on a result therein. SOLUTION: This weighing apparatus 1 is provided with a casing 2 for introducing the cotton piece 6, the first transfer part 7 for conveying out the cotton piece 6 from an inside of the casing 2, a flow regulation plate 3 for recovering one part of the cotton piece 6 in a midway of falling-down after delivered from the first transfer part 7, into the casing 2, a reception plate 4 for receiving the residual cotton piece 6 not recovered into the casing 2 by the flow regulation plate 3, a sensor part 9 for measuring a weight and a flow velocity of the cotton piece 6 flowing down on the reception plate 4, the second transfer part 5 for conveying the cotton piece 6 flowing down from the reception plate 4, a control part for generating a control signal of an angle of the flow regulation plate 3, based on a flow rate calculated from the weight and the flow velocity of the cotton piece 6 measured by the sensor part 9, and an angle regulation part 8 for changing or maintaining an inclination angle of the flow regulation plate 3 according to the control signal generated in the control part.
