PROBLEM TO BE SOLVED: To prevent a liquid developer from intruding to the inside of a developer carrying sleeve so as to realize excellent image-forming by the use of the liquid developer and the developer carrying sleeve. SOLUTION: Aperture parts 31a at both ends of the developing sleeve 31 are covered with a pair of flanges 312. Therefore, the developer 32 is prevented from intruding to the inside of the developing sleeve 31 through the aperture parts 31a. Therefore, various kinds of trouble caused by the intrusion of the developer to the inside of the developing sleeve 31 from the aperture parts 31a are prevented. For example, a situation that the developer 32 retains inside the developing sleeve 31 and is deteriorated in the midst of retaining is prevented. Therefore, a situation that the deteriorated developer 32 adheres to the surface of the developing sleeve 31 through the aperture parts 31a and the deterioration of developing characteristic is caused to bring the lowering of image quality is prevented.
