PROBLEM TO BE SOLVED: To provide an ornamental-plant raising base remarkably improved in formative flexibility, having reliable absorption into vegetated plants, having light weight and hardly carrying disease germs. SOLUTION: The ornamental-plant raising base 10 has an inner member 1 made of at least one kind of porous urethan having water permeability, and an outer shell member 2 made of thin rigid resin and wrapping the inner member 1. The outer shell member 2 is provided with a plurality of holes including at least vegetation holes 3 and water absorption holes 4.
