<P>PROBLEM TO BE SOLVED: To provide a fine current battery for contributing to environmental protection and supplying power by being regenerated by adding water while reducing costs. <P>SOLUTION: A lower-potential conductor with a function of activating or dissociating water forms a positive polarity base substance, a high-potential conductor forms a negative polarity base substance.
