PROBLEM TO BE SOLVED: To facilitate forming work of a positioning recessed part, by preventing the occurrence of positional dislocation, by performing accurate positioning in the circumferential direction of a lock piston and a lock hole in installation. SOLUTION: Free rotation of a vane member 7 to a housing 5 is restricted by engaging the lock piston 30 in a vane 22 with the lock hole 31 of a rear plate 13. While integrally forming the positioning recessed part 33 on the outer peripheral edge when sintering and molding a housing body 11, a positioning pin 34 fitted from the shaft direction in the positioning recessed part 33 in installation, is arranged in an outer peripheral part in the vicinity of the lock hole of the rear plate 13, and the lock piston 30 and the lock hole 31 can be accurately positioned by the positioning action.
