<P>PROBLEM TO BE SOLVED: To evade the discontinuation of a transaction due to short balance by providing a loan function. <P>SOLUTION: An individual information storage part 34 is provided in a center 3, a previous loan money amount or the like of the user of an IC card 1 is written, and in putting the IC card 1 into electronic wallet terminal equipment 2 and performing the next transaction, by repaying the loan and clearing the loan money amount in the individual information storage part 34, the transaction is made possible. In this case, a money amount stored in the money amount information storage part 14 of the IC card 1 is updated by the repayment and stored in the money amount information storage part 14 as balance. Then, in conducting the transaction, the transaction is established when the balance is larger than a charge in the transaction, and the transaction is performed by newly receiving the loan when the balance is smaller than the charge in the transaction and short for the charge.
