PROBLEM TO BE SOLVED: To provide a conductive member which causes no development failure due to surface defect of a cover layer and has a small resistance irregularity in the circumferential direction, and to provide a manufacturing method of the conductive member. SOLUTION: The conductive member comprises an axial core body made of metal, at least one elastic layer disposed on the outer circumference of the axial core body and the cover layer formed by applying at least one layer coating liquid on the outer circumferential surface of the elastic layer and drying or curing the same, wherein a coating layer is formed by applying the coating liquid on the outer circumferential surface of the elastic layer and, thereafter, the cover layer is formed by sending air having an air-speed of the range 0.1 to 1 m/s and the air-direction of an angle in the range 0 to 25°to the center line of the axial core body and heat-drying or heat-curing the coating layer.
