PROBLEM TO BE SOLVED: To measure f<SB>FSR</SB>of an optical resonator and group velocity (group refractive index) of a medium in the optical resonator with high precision. SOLUTION: Modulating signals of frequency fm modulated with time are oscillated, phases of light emitted from a illuminant based on frequency fm of oscillated modulating signals are modulated, the optical resonator 15, as a subject matter to be measured, receives the modulated incident light, the intensity of light transmitted through or reflected from inside of the optical resonator 15 among the incident light into the optical resonator 15 is detected, and then a free spectral range f<SB>FSR</SB>of the optical resonator is determined based on the detected intensity of light.
