PROBLEM TO BE SOLVED: To provide a system and a method for stopping the operation of a thermal power generation plant while controlling the supply of a fuel so that the fuel in a boiler does not run out and the residual fuel in a fuel manufacturing step is minimized. SOLUTION: This operation control system for stopping the operation of the thermal power generation plant comprises a plurality of fuel retainers in the fuel manufacturing step in which the fuel may be stagnated in stopping an operation, a fuel supply stop device installed for the fuel retainers, a fuel amount sensor and a fuel flow sensor, and an operation controller receiving residual fuel data and flow data from the fuel amount sensor and the fuel flow sensor and instructing a fuel supply/stop device to supply/stop the fuel to the fuel retainers. The operation controller determines the fuel consumption times of the fuel retainers based on the residual fuel data and the fuel flow data, and establishes an operation stop schedule based on the fuel consumption times.
