<P>PROBLEM TO BE SOLVED: To provide an entrance and exit management system that effectively manages entrance and exit to and from a specified area, and monitors safety of persons entering the specified area. <P>SOLUTION: The system comprises a card reader/writer 4 that reads card information including private information of a user of an IC card 3, a card information DB 641 that stores the read card information, a tag IDDB 642 that associates and stores the card information of the card information DB 641 and a tag ID of a non-contact IC tag 2 carried by the user, and a tag reader 30 that reads the tag ID stored in the non-contact IC tag carried by the user. The system authenticates the read tag ID based on the tag ID stored in the tag IDDB 642, and associates and stores the authenticated tag ID and the information on the entrance and exit to and from the specified area based on the result of reading the tag ID.
