<P>PROBLEM TO BE SOLVED: To provide a non-oriented electrical steel sheet which combines excellent mechanical properties and magnetic properties both required of a rotor of a rapidly rotating motor and further has excellent caulking properties and surface characteristics and also to provide its manufacturing method. <P>SOLUTION: The non-oriented electrical steel sheet for a rotor has a composition containing, by mass, ≤0.04% C, 1.0 to 3.5% Si, 0.1 to 2.5% Mn, 0.2 to 2.5% Al, ≤0.2% P, ≤0.03% S and ≤0.005% N, satisfying Si+Al=2.0 to 5.0 mass%, containing at least one element selected from the group consisting of Nb, Ti, Zr and V within the range satisfying inequality 0<Nb/93+Zr/91+Ti/48+V/51-(C/12+N/14)<5×10<SP>-3</SP>(where Nb, Zr, Ti, V, C and N represent the respective contents (mass%) of the elements) and having the balance essentially Fe with impurities.
