<p><P>PROBLEM TO BE SOLVED: To realize a business model compatible with both broadcasting style in digital and analog, acquiring no privilege unless a viewer views and listens to a CM, and providing a profit to a CM provider and a broadcaster. <P>SOLUTION: A broadcasting device 100 is designed to broadcast an image signal and/or an audio signal of a commercial message to be inserted in a middle of a broadcasting program after imbedding a calculating method for calculating a commercial ID for identifying the commercial message and a password for acquiring the privilege for the viewer from the commercial ID.
