PROBLEM TO BE SOLVED: To solve the problem that execution of conventional direct editing processing of a recorded encoded video file as an object requires large power consumption when executing editing of the recorded encoded video file, because the encoded video file as the object has a high quality because being a master and to resolve the problem that editing with encoding processing like bit rate conversion consumes much power because actual editing processing is executed at the time of editing. SOLUTION: When the recorded encoded video file is edited, the power consumption required for editing is reduced by performing editing processing or decoding processing for editing of an encoded video file which is recorded for editing and has less processing load, or corresponding editing information. The editing load to an encoded video file for preservation is reduced by using editing information of the encoded video file for editing and correlative association information showing correlative association between the encoded video files for preservation and that for editing to generate editing information of the encoded video file for preservation from editing information of the encoded video file for editing.
