PROBLEM TO BE SOLVED: To provide a radio communications system and radio communication method, capable of connecting to the Internet, even if it is not at a terminal specified by the installer of an access point, when the terminal belongs to a person who owns means of settlement for paying for the use of a communication network. SOLUTION: An outdoor radio client 208 registers his MAC address and settled sum of use charges with a second ISP203<SB>2</SB>before using the Internet 204. The outdoor radio client 208 accesses the nearest radio access point 202 when using the Internet 204, is connected to the second ISP203<SB>2</SB>by network identification information given at settlement; and when the authentication is successful, it is connected to the Internet 204 within the range of usage fee.
