PROBLEM TO BE SOLVED: To make it possible to secure sufficient strength of a zeolite thin film, to reduce its dielectric constant, to enhance its flatness of the surface, also to realize the enhancement of its hydrophobicity, and further to reduce the cost by simplifying the production process, too, even in the case of using a zeolite crystal of other than an MFI type as a main component. SOLUTION: The method of producing the raw material liquid for zeolite in the invention is characterised in that, after ageing a synthetic solution consisting of TEOS, TBAOH, water and an alcohol, the synthetic solution is subjected to a hydrothermal synthesis treatment at a prescribed temperature to produce an MEL-type zeolite nanocrystal, and to a zeolite crystal solution containing the MEL-type zeolite crystals, at least one organic solvent or a mixed organic solvent of two or more of an alcoholic organic solvent, an amide-based organic solvent, and a ketone-based organic solvent, are mixed to produce the raw material liquid for zeolite.
