PROBLEM TO BE SOLVED: To provide a charging member outputting an excellent image free of an image defect (particularly, a C set image) even when applied to an electrophotographic apparatus which is placed in an extremely strict state as to technical subject of a C set like an electrophotographic apparatus in which only a DV voltage is applied to a charging member. SOLUTION: The outermost layer of the charging member having a cover layer on a support contains composite particles composed of first metal oxide particles coated with carbon black, second metal oxide particles and a binder.
