PROBLEM TO BE SOLVED: To perform communication while maintaining a satisfactory transmission characteristic by avoiding the deterioration of a signal quality characteristic of an OFDM (orthogonal frequency division multiplexing) time base waveform signal. SOLUTION: An S/P (serial/parallel) converting part 40 converts a constellation coordinate signal into a plurality of subcarrier signals, a first IFFT (inverse fast Fourier transform) processing part 41 applies inverse fast Fourier transform to the plurality of subcarrier signal to calculate a first OFDM time base waveform signal, and a second IFFT processing part 46 applies inverse fast Fourier transform to the number of subcarrier signals reduced from the plurality of subcarrier signals in accordance with the magnitude of a PAR (peak average value) value detected from a first OFDM time base waveform signal to calculate a second OFDM time base waveform signal.
