PROBLEM TO BE SOLVED: To prevent illegal leakage of data recorded in a recording medium. SOLUTION: A controller 24 in a data recording and reproducing device 1 reads a key code from a key cartridge 81 and stores it in a key code memory 22, and records data in a recording cartridge 91 to be a recording destination using this key code, when a key is locked. Also, when data are reproduced from the recording cartridge, the controller 24 reproduces the data depending on whether the key code same as the key code stored to the key code memory 22 is included in the data recorded in the loaded recording cartridge or not. When the data of the recording cartridge in which data to be reproduced is recorded is data recorded by an apparatus locked by the key cartridge in which a key code B is stored, or when the data is data recorded when it is set to a locked state by the key cartridge in which the key code B is stored even when the apparatus is the identical one, reproduction cannot be performed by an apparatus locked by a key code A.
