PROBLEM TO BE SOLVED: To provide a quantitative water shutoff valve capable of transmitting operation information of the quantitative water shutoff valve to the outside without requiring electric connection by constituting it so that the operation information of the quantitative water shutoff valve is transmitted with flow rate variation, and to provide a hot water supply device using it. SOLUTION: This quantitative water shutoff valve comprises a hot water supply controller 12 and a quantitative water shutoff controller 516 for controlling opening or closing of a running water opening/closing means 513. The quantitative water shutoff controller 516 is constituted so as to encipher the operation information of the quantitative water shutoff valve 5 into flow rate variation by controlling the opening or closing of the running water opening/closing means 513 when the quantitative water shutoff valve 5 delivers a preset delivery amount of water. The hot water supply controller 12 is constituted so as to decode the operation information enciphered by detecting the flow rate variation of hot water led to the quantitative water shutoff valve 5.
