PROBLEM TO BE SOLVED: To provide a valve system capable of executing a tappet adjustment with high accuracy and without expense in time and effort, and to provide an internal combustion engine equipped with the same. SOLUTION: By relative movement of a three-dimensional cam 13 in which a cam height and a cam working angle are successively changed along the direction of a cam shaft 11 and a valve lifter for advancing and retreating the valve 30 by being pressed to a cam surface of the three-dimensional cam 13, a lift characteristic of the valve 30 is successively varied. The valve lifter is provided with a tappet roller 16 on a swing arm 17. The displacement of a pivot shaft core 21A of the swing arm 17 allows adjustment of tappet clearance.
