PROBLEM TO BE SOLVED: To exactly detect the change of tension and to stably control the tension even when displacement to return a tension variation immediately occurs in a rubber belt B. SOLUTION: Since a dancer roller 50 is pressed to the rubber belt B with constant pressing force by an air cylinder 54 to bend the rubber belt B in the shape of a dog leg, when the tension of the rubber belt B is changed, the dancer roller 50 is largely displaced approximately perpendicularly to the traveling direction of the rubber belt B. As a result, when the tension of the rubber belt B exceeds a set value, the situation is detected exactly by a detection sensor 58, and a feeding speed from a feeder 11 is changed by a control means 60 to return the tension within a set value range surely without breaking the rubber belt B or changing the cross-sectional area of the rubber belt B.
