摘要 <p>PURPOSE:To contrive high efficient coding by detecting a count corresponding to which prediction signal is larger among the counts read by an address signal and using the address signal so as to write the result in a table memory. CONSTITUTION:An address signal representing any of reference picture element states is supplied through a signal line 67 from an address generator 66 to a histogram counter 60, a signal representing the frequency of occurrence representing the inter-frame prediction to be an optimum prediction function in the reference picture element states designated by the address signal after the count in the predetermined time unit is outputted to a signal line 61 and a signal representing the frequency of occurrence representing the in-frame prediction to be an optimum prediction function is outputted to a signal line 62. The signal outputted to the signal lines 61, 62 is inputted to a comparator 63, the comparator 63 compares both the inputted signals and when the signal of the signal line 51 is larger, a signal value '1' is given to a table memory 56 via a signal line 64, and when not, a signal '0' is given. Thus, the efficient coding is applied.</p>
