PURPOSE:To increase cell performance by bringing a film having pores smaller than pores in a reaction gas passage in a catalyst layer and larger than pores between carbon carriers which support catalyst noble metal particles into close contact with a catalyst layer. CONSTITUTION:When phosphoric acid occupies a large part, for example, 90% or more of pore volume of a catalyst layer 3, a film 10 having pores larger than pores between carbon carriers in a catalyst agglomerate and smaller than pores in a gas passage formed with Teflon particles is brought into close contact with the catalyst layer 3. After the contact of the film with the catalyst layer 3 was held for a certain time, the film 10 is removed from the catalyst layer 3. Phosphoric acid impregnated in pores in a gas passage 5 of the phosphoric acid impregnated in the whole pore in the catalyst layer 3 is sucked out with the film 10 by capillary action, and gas passages capable of passing oxygen gas are formed. At the same time, phosphoric acid 9 is impregnated in pores in the catalyst agglomerate. |
