FIELD: billet production of machine engineering and metallurgical plants, namely cutting apparatuses. ^ SUBSTANCE: apparatus includes two cutters mounted in guides with possibility of simultaneous mutually opposite plane-parallel motion. Each cutter has supporting edge and protrusion arranged along cutter at side of reciprocal cutter and having cutting edge. Plane of each protrusion with cutting edge is inclined relative to its supporting edge by angle equal to and oriented opposite to inclination angle of plane of protrusion with cutting edge of reciprocal cutter. One cutter has inclined plane for pressing down cut blank; reciprocal cutter has inclined plane for pressing down cut rod. Inclination angle alpha1 of plane for pressing down cut blank for one cutter is selected according to relation alpha1 < alpha2 where alpha2 - inclination angle of cutting edge of protrusion of said cutter. Opposite cutting edge of protrusion of reciprocal cutter is inclined by angle alpha3 >= alpha4 where alpha4 (equal to alpha2) - inclination angle of plane for pressing down cut rod. ^ EFFECT: enlarged manufacturing possibilities. ^ 3 dwg
