PROBLEM TO BE SOLVED: To provide an emergency reporting device capable of surely transmitting data completely even when a network communication band becomes unstable to be limited. SOLUTION: An emergency reporting system is provided with a monitor camera 13 for picking up the image of a prescribed area, an image processing part 54 for storing and processing picked-up image data, a reporting button 17 for generating emergency report for notifying that the report is urgent, a communicating part 55 for transmitting the stored image data to a receiver connected through a network, and a communication calculating part 56 for detecting a network communication band. A main control part 52 performs control to transmit an image of low image quality that is compressed, thumbnailed or thinned out, to lower a frame rate or to use a plurality of communication connections when the communication band is narrow.
