<p><P>PROBLEM TO BE SOLVED: To enable editing a compressed video signal using bidirectional interframe prediction which is compressed by a Long GOP system capable of acquiring high compression efficiency, while conforming to restriction of VBV Buffer. <P>SOLUTION: In step S21, it is determined that a sequence header is inserted into an I picture being a starting point of re-encoding and the I picture is encoded, a sequence header is not inserted into a picture as a connection point with a portion not to be re-encoded, and a Q matrix is not set to be loaded. In this case, in step S24, of compressed material video images before editing, the Q matrix of the I picture used as the header of the connection point is used to encode a P picture as the connection point. If the Q matrix of a first I picture in a portion not to be re-encoded is not the same as the Q matrix of a second I picture and the second picture is not set so that the Q matrix is loaded, in step 29, Quant Matrix Extension is added to the syntax of that picture.
