PROBLEM TO BE SOLVED: To provide a flat commutator with noise elements which is not increased in size in the axial direction. SOLUTION: The flat commutator 5 is so constructed that brushes are abutted from the axial direction and the brush sliding portion is divided into multiple segments 10. In the space located on the rear face side of the brush sliding portion, conductive materials 14 for short-circuiting that short-circuit predetermined segments 10 are placed on the periphery side; and noise elements 17 that use as both electrodes joints extended from a pair of conductive materials 14 for short-circuiting toward the center are placed on the inner radius side. The conductive materials 14 for short-circuiting and the noise elements 17 are placed in the same axial space. The conductive materials 14 for short-circuiting are caused to three-dimensionally intersect each other in the axial direction to insulate the conductive materials from each other, and this intersecting structures are placed in the same axial space, as in the foregoing.
