PROBLEM TO BE SOLVED: To enable easily and accurately reproducing or inversely converting data subjected to pull-down conversion. SOLUTION: A 2-3 pull-down conversion processing timing control unit 27 causes a 2-3 pull-down conversion processing unit 23 to perform sequence reset in a frame in which a time code value to be supplied from a time code processing unit 26 is integral multiple of 5. To control a start/finish timings of recording processing of image data, the unit 27 supplies phase information of a sequence of 2-3 pull-down conversion processing to a recording control processing timing control unit 28. The unit 28 controls the operation of a recording control processing unit 24 on the basis of the phase information of the sequence, and synchronizes the recording start timing and finish timing of the image data with the sequence.
