PROBLEM TO BE SOLVED: To provide an opening-and-closing locking mechanism that remarkably improves operability when a closing locking state of a top cover is released. SOLUTION: An operation member 12 in a thin sheet form, in which an engaging projection 17 for engaging with a claw 16 provided in a body is formed, and claw relief spaces 18 and 19 for releasing the engagement with the claw 16 are formed on both sides of the relevant engaging projection 17 is attached in a slightly projecting manner from a circumferential side face of a body and in a freely rotatable manner, thereby after the claw 16 provided on a top cover is engaged with the engaging projection 17 of the operation member 12, when the relevant operation member 12 is rotationally operated in left or right direction, the engaging state between the claw 16 and the engaging projection 17 is released through the claw relief space 18 or 19 and thus a closing locking state is released, therefore usability is improved without limiting an operation direction of the operation member 12.
