PROBLEM TO BE SOLVED: To provide an image display device having enhanced reliability and display quality by suppressing generation of electric discharge and slippage of an electron beam from its orbit, and its manufacturing method. SOLUTION: This image display device is equipped with an envelop 15 having a first substrate 10 on which a fluorescent screen 16 is formed, and a second substrate 12 disposed so as to face the first substrate with a gap kept between them and provided with a plurality of electron emitting sources 18 to excite the fluorescent screen. In the envelop, a plurality of spacers 30a, 30b to support an atmospheric pressure load acting on the first and second substrates are provided between the first substrate and the second substrate. At least a part of the spacer surface is coated with a coat layer 32 containing chromium oxide. The composition ratio of the chromium oxide in the coat layer is set so that, when chromium is 1, oxygen is in the range of not less than 1 and less than 1.5, or more than 1.5 and less than 3.
