PROBLEM TO BE SOLVED: To uniformly provide the newest navigation service by performing a detailed advanced navigation to a handicapped person by unified management of respective information terminal devices at an information management center, updating a preserved information to respective information terminal devices, and enabling uniform update of a system software. SOLUTION: The system is equipped with an ID tag carried by the handicapped person or the like on the body such as clothes, an information processing terminal device including a plurality of tag readers disposed on prescribed parts on a road, and the information management center which receives registration of individual information or destination information from the handicapped person or the like, uniformly manages respective information processing terminal devices based on this information, and navigates the handicapped person or the like.
