摘要 <P>PROBLEM TO BE SOLVED: To provide a bidirectional video image communication quality control system capable of improving quality of services without giving adverse effect between each of services when a plurality of services including a video image streaming distribution service, and a bidirectional video communication service coexist, and to provide a user terminal, a quality control server, and a program. <P>SOLUTION: A video image streaming quality measuring unit 13 of the user terminal 100 acquires a quality parameter concerning a video image streaming, a bidirectional video image communication quality measuring unit 14 acquires a quality parameter concerning bidirectional video image communication, and an FEC quality measuring unit 21 acquires a quality parameter concerning error correction by an FEC encoder/decoder 20 and a quality parameter concerning communication subjected to RTP encapsulation. The reception rate judging unit 73 of a quality control server 70 receives the quality parameters to judge the reception rate of the user terminal.
