<p><P>PROBLEM TO BE SOLVED: To realize message transmission and reception via session control servers installed in each hierarchy, in a network system with a hierarchical structure. <P>SOLUTION: The session control sever 5 is provided with an operating mode confirming means 41 for confirming the set operating mode, a fixed relaying destination resolution means 36 for performing address setting so that a received message is relayed to a specified destination with respect to the set operation mode.
